UPPCS Preparation Strategy: Prelims, Mains, UP Special GK and How It Fits with UPSC

The UPPSC Combined State/Upper Subordinate examination follows the UPSC model with a Prelims, a Mains that now has no Optional and two Uttar Pradesh-specific papers, and an interview. This guide covers the structure as it stands in recent notifications, the UP special GK annexe topic by topic, the sources, a Mains plan for the state papers, and a calendar for running it alongside UPSC.

The Exam and What Changed

The Uttar Pradesh Public Service Commission's Combined State/Upper Subordinate Services examination, known as UPPCS, fills posts such as Deputy Collector, Deputy Superintendent of Police, Block Development Officer and dozens of others. Its structure has moved closer to UPSC's over the last decade and, in recent cycles, further in one important way: the Optional subject was removed from Mains and replaced with two General Studies papers on Uttar Pradesh. The result is a Mains that is entirely General Studies plus Hindi and Essay, which rewards the UPSC aspirant's base more than before and makes the state annexe decisive. The figures below reflect recent notifications; confirm them in the notification of the year you appear.

Structure in Recent Cycles

StagePapersMarksNotes
PrelimsGS Paper I: 150 questions; GS Paper II (CSAT): 100 questions200 eachTwo hours each; negative marking of one-third; CSAT qualifying at 33 per cent; Paper I decides the cut-off
MainsGeneral Hindi; Essay; GS I to IV on national themes; GS V and VI on Uttar PradeshHindi 150; Essay 150; GS papers 200 each; total 1,500Three hours each; no Optional; fixed word limits per question
InterviewPersonality test100Rank on Mains plus interview, 1,600

Eligibility broadly matches UPSC's on education, with an age band of 21 to 40 for the general category and relaxations by category; the number of attempts is not capped. Verify the current year's notification for every figure.

Prelims: The National Base and the UP Layer

Prelims GS I covers the UPSC syllabus and adds Uttar Pradesh: about 20 to 25 questions of the 150 in recent papers are on the state. The question style is more direct than UPSC's: single-line factual questions, matching, chronological order, "which of the following is correctly matched", with fewer multi-statement constructions. The national part is prepared exactly as for UPSC; the difference is a heavier factual layer, which the state's previous year questions supply because they repeat in form and often in substance.

The UP Special GK Annexe, Topic by Topic

TopicWhat is askedSource
History of UPAncient sites and dynasties in the region; the Sultanate and Mughal period in Awadh and Doab; 1857 in UP; freedom struggle figures and events; formation and reorganisation of the stateOne standard UP GK book; state archaeology and culture department material
Geography of UPPhysiography, rivers and their tributaries, soils, climate, forests, districts and divisions, minerals, irrigation projects, national parks and sanctuariesUP GK book; the state's district gazetteers online; an atlas with UP marked
Economy of UPState budget highlights, economic survey figures, agriculture and cropping patterns, industries and industrial policy, expressways and infrastructure, schemes by departmentState budget summary; state economic survey; departmental websites
Polity and administrationLegislature composition, Governor and Council of Ministers, panchayati raj and urban bodies in UP, state commissions, administrative divisionsUP GK book; state legislature website
CultureFolk arts, dances, music gharanas, fairs and festivals, handicrafts and GI products, literature and writers, monuments and heritage sitesUP GK book; culture department publications
Current affairs of UPSchemes launched, appointments, awards, events, sports, infrastructure inaugurationsState page of a Hindi daily; state government press releases

Prepare the annexe as pair lists and tables, since that is how it is asked: district with its speciality, river with its tributaries, festival with its place, scheme with its department.

Mains: Six GS Papers and Two Language Papers

  • GS I to IV: the UPSC GS syllabus in a compressed form, with shorter answers and fixed word limits; UPSC-style skeletons serve, cut to size
  • GS V and VI: Uttar Pradesh across history, geography, economy, polity, culture, society, environment and current issues; these papers decide the rank because the national papers are common to everyone, and they need dedicated preparation from the state's own sources and its PYQs
  • General Hindi: grammar, comprehension, précis, letter and report writing; it counts for rank and is under-prepared by candidates who assume Hindi is easy
  • Essay: three essays from three sections, on literature and culture, social and political themes, and science, environment and economy; shorter than UPSC's, with word limits

Answer writing practice on the state papers is the highest-return work in the post-Prelims window. Ten years of UPPCS Mains PYQs, sorted by theme, show that the state papers recur heavily.

Running UPPCS Alongside UPSC

PhaseUPSC workUPPCS addition
FoundationNCERTs, standard books, PYQsUP section in the current affairs file from day one
Two months before UPPCS PrelimsRevision continuesUP annexe block: one GK book, state publications, ten years of state PYQs; pair lists built
Final fortnight before UPPCS PrelimsLightUPPCS PYQ papers under exam conditions; annexe lists; attempt strategy for the direct style
Post-PrelimsUPSC Mains workGS V and VI skeletons; Hindi paper practice; state Essay practice; state Mains PYQs

Because UPPCS has no Optional, a UPSC aspirant's GS preparation transfers almost entirely; the additional cost is the UP annexe and the Hindi paper.

Common Mistakes

  • Preparing the UP annexe from a GK book alone without the national base, or the reverse
  • Assuming the direct question style means less preparation; the factual volume is larger
  • Neglecting the General Hindi paper, which counts for rank
  • Treating GS V and VI as a last-week read; they decide the rank
  • Ignoring UPPCS PYQs, which repeat more than UPSC's
  • Planning from an old pattern; the structure has changed and the notification is the authority

Frequently Asked Questions

In recent cycles: a Prelims of GS Paper I with 150 questions and a CSAT of 100, 200 marks each, CSAT qualifying at 33 per cent; a Mains of General Hindi, Essay, GS I to IV on national themes and GS V and VI on Uttar Pradesh, 1,500 marks, no Optional; and a 100-mark interview. Confirm figures in the notification.

About 20 to 25 of the 150 questions in GS Paper I, on the state's history, geography, economy, polity, culture and current affairs, in a direct factual style: matching, chronology and correctly-matched pairs. Prepared as pair lists from one UP GK book, state publications and ten years of UPPCS PYQs, they are the most predictable marks in the paper.

Not in recent cycles. The Optional was removed and replaced with two General Studies papers on Uttar Pradesh, GS V and VI, so the Mains is now General Hindi, Essay and six GS papers. This makes a UPSC aspirant's GS preparation transfer almost entirely and makes the state papers the ones that decide the rank.

As pair lists and tables rather than prose, because that is how it is asked: district with speciality, river with tributaries, festival with place, scheme with department. Sources are one standard UP GK book, the state budget and economic survey summaries, departmental websites, the state page of a Hindi daily, and ten years of UPPCS PYQs, which repeat.

Yes, and UPPCS suits combined preparation well because its Mains has no Optional and its GS I to IV mirror UPSC's syllabus. Build the UPSC base, keep a UP section in the current affairs file, add the UP annexe block two months before UPPCS Prelims, and after Prelims add GS V and VI skeletons, Hindi and state Essay practice.
